Background information
AIDRom (Ecumenical Association
of Churches in Romania) have developed since
2002 an extensive programme of training and
counselling for young women, girls and boys
at risk of trafficking - SENSE
The activities were developed
in cooperation with the Institute of Research
and Prevention of Criminality (IGP/PRPC) and
ADPARE, an association that provides shelter
and consultancy for victims of trafficking.
Foreign partners were also contributing to
the project with expertise and information
materials.
The network created in the
region started to co-operate and share their
experience and plans for the future in International
Seminars, organised in Bucharest in 2003,
2004 and 2005.
Trafficking in persons, especially in women
and children from Eastern European countries
has increased dramatically, in spite of the
official declaration of the State Institutions.
An increase of different hidden forms of exploitation
and trafficking is expected, targeting young
people from Romania and Bulgaria, countries
in accession to EU.
Goals
The Seminar aims to value
the work accomplished so far by the members
of the regional network and to establish concrete
common actions in the region, based on national
activities. New CAT members are expected to
join the network. The focal information point,
based in Bucharest, at the AIDRom Conference
Centre is expected to be alive, gathering
information from all partners in the region,
processing information and send information
to all partners. A special link is expected
to become active, easy accessible, receiving
questions from the actors in the region and
finding answers, after consulting the network.
The seminar will gather 50 participants: 25
from the East European region, CAT representatives
and resource persons from Romania and EU.
Experts from Western countries of European
Union are invited as resource persons.
Media coverage is expected.
This seminar represents a
starting point for several major events in
combating trafficking in human being, on 2006:
1. “National Agency for Prevention and Monitoring
Trafficking in Human Being” will be officially
launched, as an integrant part of much wider
project SENS. This will create opportunities
for better cooperation between NGOs and state
authority.
2. Pan-European Project “CAT III” (Christian
Action Together against Trafficking in Human
Being) will be started with its new challenges
and partnerships.
3. The campaign “STOP THE SCLAVE MARKET IN
EUROPE” will be launched in order to raise
awareness in the origin countries as well
as in the destination countries about the
danger of trafficking in women and children
during the Football World Cup from 2006.
The seminar will help in reformulating practical
and communication strategies against trafficking
and linking them to the ongoing work of the
participating organisations.
The Ecumenical Forum of Christian Women in
Europe sustains the anti-trafficking programs
in the region, contributing with human resources
as well as with financial help.
Seminar’s
main themes:
- New challenges, new programmes: looking
at support to anti-trafficking initiatives.
- Trafficking: refocusing on slavery &exploitation
- Involving new partners: e.g. judiciary
- Residence permits: using the legal framework
- Investigation: towards a "victim"
less approach?
- Raising suspicion: how to detect more subtle
forms of exploitation
- Communication: how to address experts and
broad public
- Integrated approaches: further developing
referral frameworks.
Outcome
A wider cross-sectoral network.active in:
- continuing information activities, fostering
and enlarging the network,
- trafficking prevention activities,
- assisting victims activities (safe return
and reintegration)
- strengthening Churches’ Cooperation on fighting
against trafficking and victims’ assistance
