sinthetic study used for identification of intervention

and recommendations: improvement of the judicial
framework, special reglementation for domestic violence,
special reglementations regarding the competence
of the police officer in domestic violence issues

The quantitative and qualitative analisis of trafficking
in women and children. Ways of manifestations. Etiology.

4.Juvenile
delinquency. Juvenile deliquency evolution between
1993-2003·
The study focused on the juvenile delinquency’s
dimmensions, the general and specific causes of
the phenomenon, prevention measures proposed by
the responsible state institutions, which act alone
or in patnership with specialised institutions from
the civil society.
5.Study
regarding rroma communities in Ilfov county
Demmographic and social-economic aspects. Rroma
communities description. The level snd the specific
f crime. The police activity. Conclusions(the study
offered the framework of the programm: Prevention
and fighting against crimes commited by rroma people
in Ilfov county
6.Quantitative
and qualitative analisis regarding sexual abuse
on children
The data analised in this study concern 6 crime
related with sexual life and with a significant
rate of children victimization: rape, sexual intercourse
with an underage girl, sexual coruption, sexual
relations between person with the same sex, incest.
II.Studies
regarding the police management
The
analisis of the perception regarding the police
management and the problems of the police officers
at all levels has been realised from the perspective
of increasing the institutional capacity in order
to be able to adjust at the crime evolution.
1.Police
and public opinion
The national survey’s goal was to observe
the police image for the public opinion in order
to increase the efficiency of the police job.
2.Police
officers misconduct analisis
Statistical analisis of the main misconduct cases,
detailed for departments, age, police experience.
Main trends in misconduct cases. General etiological
aspects. Recommendations
3.Improvement
of police station’s activity. Testing the
police officer’s perception regarding the
negative aspects inside the police job
The study approach the organizational problems at
the stations level in Bucharest and focused on police
officer’s perception regarding the fundamental
changes occured in police organisation and function.
4.Management
perception at the Police Inspectorate’s level
Surveys for the police officers working with Counties
Police Inspectorate in order to find out thequality
of the decisional acts, the general work ambiance.
5.Population’s perception of the police activity(2002-2004)
Local surveys regarding the citizen’s perception
of the safety level and the quality of the police
service in the community.
III.
Studies regarding corruption
Responding
the needs of the Ministry of Administration and
Interior Strategy of prevention and fighting corruption,
there have been elaborated studies regarding structure
and trends of corruption, the weak points, as well
as surveys on perception of the corruption phenomenon
on the ministry’s level, especially on the
Romanian Police.
1.Corruption
in Romania. Dynamics, Weak Points, Etiology.
Corruption dimensions, structure, dynamics and tendencies.
Distribution on areas(corruption areas). Causes,
most favorable weak points and corruption effects.
2. Ministry Of Administration and Interior personnel’s
Perception On the level of corruption phenomenon.
Corruption phenomenon in the Romanian Police. Causes,
determining factors, evolution tendencies.
A survey, which have been made as an objective of
the “Programme on the control ways of corruption
and prevention of the phenomenon among the police
personnel, in 2002”, pointed out the vulnerable
aspects, evolution, tendencies and the policemen
perception on this phenomenon.
3.
Etiological Study regarding the police officers
involved in different corruption cases. Police Station
5 Case Study (2003).
The study has been based on the delinquent behavior
cases of the police. There have been analyzed working
conditions, the evaluation means and the management
at the police stations level. The functional system
of the stations has been analyzed as well. Station
5 police officers opinion in regard of the professional
misconduct of their colleagues, which had happened
in 2002, has been recorded. Means of preventing
the professional misconduct have been identified.

Community participation for preventing and responding
at the violence against women, organized on the
regional level
The project concerns a serious crime, which is increasing
in Romania, especially in eastern side counties
(Moldova) ”domestic violence”. The statistics
show that the highest victimisation’s rate
can be found in Iasi, Botosani and Suceava counties,
which represents 3 from the 6 counties placed in
the Northern-eastern region. Botosani, Neamt and
Suceava counties have the highest rate of women
offender in the family.

Objectives:
- to create and develop a supporting community policing
network for prevention and fighting abuse against
women;
- to create and develop unitary standards for assisting
the victims of domestic violence;
- to establish and develop support diagrams for
victims.
Activities:
-Training sessions for specialists
-Organizing of training seminars on different fields,
training for trainer sessions, creating the multi-disciplinary
teams;
-Domestic violence raising awareness campaigns;
-Assistance and support for the victims of domestic
violence.
Stage of implementation: Completed in 2003.
Outcomes:
-A regional supporting network for preventing and
fighting the domestic violence has been established.
-Specialists for working in multi-disciplinary teams
have been trained.
-A national raising awareness campaign on fighting
violence against women has been organized under
the name:” Man say NO violence against women”
together with a video clip named “The Street”.
-A practical “Guide of prevention and intervention
in domestic violence cases” has been published
(1000 booklets).
-Round tables involving different institutions have
been established in each of the 6 counties, where
the project was developed, in order to discussing
the actual problems and finding their solutions.
-Assistance, for 500women-victims of domestic violence,
has been delivered (counselling, legal assistance,
shelter).
The project has been implemented with the financial
support of UNIFEM.

Regional campaign against trafficking of human beings
“Reality could be different!”

Goal: - fighting against trafficking in women for
sexual exploitation.
Objectives:
-Information campaigns targeted on young women,
aged 14 to 25 years old, from eastern region about
trafficking in human beings phenomenon and avoiding
the risks to becoming victims.
-Information campaigns for population from the region
(aprox.1.300.000persons) related to trafficking
in human beings phenomenon.
-A free help line for population has been set up
for delivering specific information regarding campaign,
trafficking in human beings phenomenon and the means
for preventing it.
Activities:
-Press conferences;
-Dissemination of booklets and leaflets;
-Street theatre;
-Public marches;
-Posters creation contests;
-Dancing contest:
-Activities organized for young women from Foster
Care Centres, high schools, University;
-International Organization for Migration video
presentation;
-Delivering of the education materials’
-Watching a theatre play and debates about it;
-Information boards organized in high schools and
universities;
-Establishing a labour exchange for graduates;
-671 young women have been questioned in order to
make a poll;
Stage
of implementation- the project has been started
its implementation in 2003 and is still on going.
Outcomes:
-Roughly 2.800.000 people from the region have been
informed (57,7%) in relation to the risks of trafficking
in human beings.
-1631 telephone calls have been received on the
free help line, which has been set up for population;
-There have been disseminated aprox.64.000prevention
materials:
The project has been implemented with the financial
support of USAID and World Learning.

Centre for assistance and protection of trafficking
in human beings victims.
Goal:
-Victims of trafficking in human being rehabilitation
and social reintegration (rehabilitation and reintegration
of trafficking in human beings victims).
Objectives:
- Establishing a transitive shelter in Iasi;
- Social assistance delivering, counselling and
legal advices.
Activities:
-Victims rehabilitation and social reintegration
(40 victims have been assisted).
Stage of implementation: the project has been started
in 2003 and is still on going.

7. Crime prevention campaign: „Safety for
all of us- raising youth awareness regarding drug
abuse risks”
Goal: - promotion of prevention ways of action
at the community level, the developpment of the
rejective attitudes regarding drugs abuse
involving the community in prevention and combating
activities
Activities:
- monthly trainings for community policing officers,
teachers, volunteers;
publishing booklets and other information materials,
which will be distributed in the community;
educational activities in schools;
meetings with the inhabitants;
information seminars;
discussion between specialists regarding the phenomenon;
radio-TV documentaries, newspapers articles
Stage:
the programm has been developped in Iasi county,
in 2004.
